Ya Yang was the only minority member on the board.

He left the nine-member board to spend more time with his family and at his business, board president Scott Williams said. Yang said his resignation had nothing to do with disagreements among board members. He is the second to resign following last December's recall election that removed five members. The election was effectively a referendum on the board's 1993 decision to use buses to distribute Asian-American youngsters among elementary schools. But the ramp needed a sliver of a neighboring park and public opposition halted the project. The committee plans to meet Wednesday and schedule a public hearing on the parking ramp. It hopes to make its pitch to the City Council in October and start construction in 1996. "State Street is wonderful," said Barash, who has lived in Madison 22 years. "But there's no reason it can't be better." Remis, who visits State Street about every three weeks, supports the idea.

And she likes the Underground site, even though the building would have to be torn down. "It seems like everything with progress takes something from the past," she said. The youngster told police a man with a pistol forced him to surrender the package shortly after he left the north side restaurant Thursday evening and started walking home. REGIONAL I Counseling offered: Counseling services for students, as well as teachers and parents, were being offered Friday at Lake Mills Elementary School following the death of a first-grader. Christopher P. Berg was killed Thursday when he was struck by a pickup after he left his baby sitter's house and was walking to the school.

"Any young children, when something like this happens, react very personally for their own concern of safety," Donald Childs, the district's school superintendent, said. "Given whatever understanding of death or permanent separation, (the youngsters) have some temporary separation anxiety themselves." Childs said a counseling unit for the children, staff and teachers was put into place shortly after news of the boy's death arrived at the school. Christopher attended kindergarten last year at the school, which has about 580 children, about 100 of whom are first graders, Childs said. Witnesses said the boy stepped into the traffic lane and was struck by a pickup truck driven by Patricia A. Railing, 17, who was on her way to school at Lake Mills High School.

A statement issued by police Friday said the accident was reviewed by police, the coroner and the district attorney, and no charges would be filed against the driver. Crash kills two: Two people who died in a Green Lake County traffic accident were identified Friday as residents of Slinger. The State Patrol said the victims were injured late Thursday when their pickup truck collided with a van on Highway 23. Richard J. Brooks, 63, died in the crash.

Shirley A. Brooks died Friday in a Neenah hospital and would have been 62 today. Speed limit: The speed limit on Interstate 90 around Janesville and Madison rose Friday from 55 mph to 65 mph. The Federal Highway Administration approved the change after a series of engineering and traffic studies. The increase is the first in the area since 1987.

A radar study showed the average speed in I-90's 55 mph zone was 61.7 mph, and the average speed in the adjacent 65 mph zone was 65.9 mph. Because the study found that motorists were not following the 55 mph speed limit and accident rates were below state averages, the change was approved, officials said. Storm damage: Thunder- storms that rolled across Wisconsin Thursday night knocked down trees and power lines in numerous areas and blew the roof off a National Guard armory at Hayward. The storm hit Hayward Thursday about 7 p.m. and damaged the roofs of several business buildings as well as knocking the roof off of the armory, Sawyer County Sheriff's Deputy Dave Aubart said.

A lightning strike from the storm is also believed to have been responsible for a fire at Hayward Motors in which a number of cars were destroyed, he said. Some trees and power lines were reported down in that area as well as at Grantburg, Superior, Park Falls, Barron and Rice Lake. Rhonda MASSEY Dave KRUSCHEK, Madison, daughter. At a May meeting, as the final boundaries were being drawn for the grade schools, Yang said the board did not go far enough to ensure the schools were racially balanced. "If the Hmong community starts crying and burns this town down, I hope I am not responsible for it," Yang said. Acting superintendent Tom Fischer said Yang would be missed. "His voice was a voice that represented the Southeast-Asian community in things the rest of us might not consider," Fischer said. "He had an insight into it." The change paired three grade schools with a high percentage of Asian-American and low-income students with three schools with mostly white, middle-class students. Students in kindergarten through second grade went to one school and students in grades three through five attended the paired school. According to the Dane County Coroner's office, Leshinski, who suffered from diabetes and heart disease, and Erickson were up late Wednesday night transferring some old Harmonicats recordings to compact disk. The Harmonicats had a No. 1 hit in 1947 titled "Peg O' My Heart." They played in Madison several times, including the 1957 Empty Stocking Club telethon, the 1968 Madison firefighters union show and dance and the 1979 boat, travel and home show. The band was known for its harmonicas of various sizes and shapes. Erickson, 32, who also plays harmonica, is a lifelong fan of the Harmonicats.
