South Sudanese Diplomats Successfully Conclude Training in Addis Ababa

Addis Ababa, June 6/2024(ENA) Twenty South Sudanese Diplomats completed a comprehensive three-day training program, organized by the Institute of Foreign Affairs (IFA) in collaboration with FDRE Ministry of Foreign Affairs. Upon completion of the training, State Minister of Foreign Affairs Ambassador Mesganu Arga extended his congratulations and stated that the training is tailor made to equip the diplomats with valuable skills to navigate complex challenges in their future diplomatic engagements. Such platforms will play a role in strengthening the longstanding ties between Ethiopia and South Sudan, as stated by the state Minister. During the closing ceremony of the training, Natalina Edward Mou, Ambassador of the Republic of South Sudan, expressed gratitude to IFA and the Ministry of Foreign Affairs for organizing the program. The participants were awarded certificates of completion, acknowledging their successful participation and attainment of the training objectives, according to Foreign Affairs Ministry.

Addis Ababa, June 6/2024 (ENA) Upon returning from his Asian official visits early this evening, Prime Minister Abiy Ahmed met with representatives of a high-level investment delegation from Saudi Arabia, concluding their three-day visit to Ethiopia. Discussions focused on investments in agriculture, housing, and tourism, with a special emphasis on local fertilizer production, according to Office of the Prime Minister. This visit by the high-level delegation, comprising 79 investors, resulted from bilateral talks between Prime Minister Abiy and Saudi Crown Prince Mohammed bin Salman in November 2023 during the Saudi-Africa Summit. The visit is intended to foster trade and investment opportunities, diversify economic relationships and fortify bilateral relations between the two countries.

Addis Ababa, June 6/2024(ENA) Saudi Arabia’s investors are exploring investment opportunities in Ethiopia, and they are impressed by the business climate in agro-processing and livestock spheres. A high-level Saudi Arabia investment and trade delegation, consisting 79 investors and representing renowned companies is visiting the investment opportunities in Ethiopia. As part of the delegation tour, those investors witnessed today the activities of local and international manufacturers in Bishoftu city that have engaged various sectors. Most importantly, the investors’ visit covered agro-processing, livestock and fish, feed processing, coffee packaging and other manufacturing sectors. Following their visit, the investors told ENA that they have been impressed by the favorable situation to investment activities in Ethiopia and expressed desire to create a joint venture with investors here. Approached by ENA, Khalid al-Hajri from Al majal Agriculture and Industry company said his company is looking forward to the investment opportunities in Ethiopia’s untapped agro-business. On his part, Engineer Muhammad Bin Mahfouz, CEO of Masdar al-Hayat Food Industries said Ethiopia has immense potential particularly, in livestock and food processes. Yesterday, Ethio-Saudi Arabia investment and trade forum, Plan and Development Minister Fitsum Assefa has called on Saudi investors to seize Ethiopia's lucrative opportunities that have been facilitated to attract Foreign Direct Investment (FDI) in the past few years of the reform period.
Oromia Region Finalizes Preparation to Plant Trees During Upcoming Rainy Season

Addis Ababa, June 6/2024(ENA)The Oromia region disclosed that preparation has been finalized to plant trees during upcoming rainy season as part of Green Legacy Initiative. A high level delegation of Oromia Regional State conducted a visit in West Wollega Zone to witness agricultural activities. On the occasion, members of the delegation have planted trees in Bojii Dirmajjii district West Wollega Zone. Oromia Region Agriculture Bureau Deputy Head Elias Kadir said preparation has been finalized to plant tree seedlings across the region during the upcoming rainy season. Apart from trees to increase forests, attention has also been given to seedlings of fruits and vegetables. Moreover, the community in the region is benefiting from planting of coffee trees, avocado, papaya and other to increase their income and improve livelihood.
Russian Spoken by over 250 Million People, Language Day Celebrated in Addis Ababa

Addis Ababa, June 6/2024(ENA) The Russian language is spoken today by more than 250 million people on the planet and its relevance is confirmed by the widespread use of various multilateral structures as an official or working language, Ambassador Evgeny Terekhin said. Speaking at the Russian Language Day celebrated at the ECA in Addis Ababa today, Russia Ambassador to Ethiopia Terekhin stated that the Russian Language Day is a date that is inextricably linked with the name of the Great Russian poet Alexander Pushkin, who was born on this day. "This holiday takes on a special meaning as we celebrate the 225th anniversary of the birth of the poet, who in Russia is deservedly called the 'Sun of Russian poetry'." According to him, the Russian language is an integral part of both domestic and world history and culture. ''Russian is (also) one of the international languages, and one of 6 officials languages of UN.'' Moreover, the Russian Language Day is included in the international calendar of significant dates of the UN as part of the program for the development of multilingualism and cultural diversity, it was learned. For his part, United Nations Educational Scientific and Cultural Organization Education Chief Abdoulatlye Salifou said the joint celebration of the Russian language shows our solidarity to Russian speaking countries. The Russian Language Day was established by the decision of UN Department Public Information in 2010, he stated, adding that the language provides significant cultural contribution globally. The Russian Language Day event was co-organized by the Economic Commission for Africa, Embassy of the Russian Federation and the United Nations Educational, Scientific and Cultural Organization. During the event, various cultural activities, including medley of Russian music, and poetry recitals by students from the Addis Ababa Russian Centre for Science and Culture (Pushkin Centre) and the Russian Embassy School in Addis Ababa.

Ethiopia Working to Meet Humanitarian Needs Through Own Capacity, Says Deputy PM Temesgen

Addis Ababa, June 6/2024(ENA) Ethiopia's Deputy Prime Minister, Temesgen Tiruneh stated that the country is working to meet its humanitarian needs through its own capacity. The Deputy PM made the remark while chairing a regular meeting of the Ethiopian Disaster Risk Management Council. Regional presidents, mayors, ministers, and heads of various institutions were in attendance at the meeting. On the occasion, Temesgen, who is also the chairman of the council, said a new policy has been put in place to enhance Ethiopia's disaster risk management and enable the nation to address humanitarian needs through its own means. The Deputy PM stressed the need to build self-reliance in disaster preparedness, response and recovery efforts, ensuring planned activities are implemented systematically. He expressed confidence that favorable conditions exist for Ethiopia to successfully realize the major aspiration of managing disasters through its own capacity. Temesgen cited the outcomes achieved so far in areas like the Green Legacy Initiative, Wheat and rice cultivation and production and others as encouraging signs since the reform began. However, he underlined that a cultural shift is necessary to overcome aid dependency and meet needs independently, emphasizing the importance of prioritizing development. The Deputy PM stated that as both natural and man-made disasters are unavoidable, it is essential to develop the capacity for self-sustainability and disaster response. Disasters Risk Management Commissioner Shiferaw Teklemariam said for his part that the new policy intends to mitigate disasters, which are becoming more complex, by own capacity. The main tasks to be carried out in accordance with the policy include risk reduction, improved preparedness, resource mobilization, and developing one's own capacity to sustainably deliver humanitarian assistance, he added.

Addis Ababa, June 6/2024(ENA) Ethiopia strongly believes in a Sudanese people led and owned peace process to end the ongoing conflict in the Sudan, Foreign Affairs State Minister Mesganu Arga said today. The state minster has conferred with Ambassador Elzein Ibrahim Hussein, the Ambassador designate of Sudan in Ethiopia. According to Ministry of Foreign Affairs, the two parties have exchanged views on the current situation in Sudan. State Minster Mesganu expressed on the occasion that Ethiopia strongly believes in Sudanese people led and owned peace process to end the ongoing conflict in Sudan. PM Wong made the remark in his toast speech at the official dinner in honour of Ethiopian Prime Minister Abiy Ahmed. He said Singapore-based companies are interested to expand their operations in Ethiopia in the agriculture, logistics and aircraft maintenance sectors. “And, as hubs to our respective regions, there is scope for Singapore and Ethiopia to serve as gateways to enhance links between Southeast Asia and Africa, Wong affirmed. Prime Minister Abiy and I are committed to take the bilateral relationship to greater heights, he said, adding “We have agreed to establish bilateral consultations between our foreign ministries to review and explore new areas of cooperation.” The countries are also exploring the possibility of cooperation in new areas like transport, connectivity, digitalization, and capacity-building issues. "We’re inspired to come and to visit your country for one reason, which is political continuity and economic continuity. Speaking at the Russian Language Day celebrated at the ECA in Addis Ababa today, Russia Ambassador to Ethiopia Terekhin stated that the Russian Language Day is a date that is inextricably linked with the name of the Great Russian poet Alexander Pushkin, who was born on this day. "This holiday takes on a special meaning as we celebrate the 225th anniversary of the birth of the poet, who in Russia is deservedly called the 'Sun of Russian poetry'." According to him, the Russian language is an integral part of both domestic and world history and culture. ''Russian is (also) one of the international languages, and one of 6 officials languages of UN.'' Moreover, the Russian Language Day is included in the international calendar of significant dates of the UN as part of the program for the development of multilingualism and cultural diversity, it was learned. For his part, United Nations Educational Scientific and Cultural Organization Education Chief Abdoulatlye Salifou said the joint celebration of the Russian language shows our solidarity to Russian speaking countries. The Russian Language Day was established by the decision of UN Department Public Information in 2010, he stated, adding that the language provides significant cultural contribution globally. The Deputy PM made the remark while chairing a regular meeting of the Ethiopian Disaster Risk Management Council. Regional presidents, mayors, ministers, and heads of various institutions were in attendance at the meeting. On the occasion, Temesgen, who is also the chairman of the council, said a new policy has been put in place to enhance Ethiopia's disaster risk management and enable the nation to address humanitarian needs through its own means. The Deputy PM stressed the need to build self-reliance in disaster preparedness, response and recovery efforts, ensuring planned activities are implemented systematically. He expressed confidence that favorable conditions exist for Ethiopia to successfully realize the major aspiration of managing disasters through its own capacity. Temesgen cited the outcomes achieved so far in areas like the Green Legacy Initiative, Wheat and rice cultivation and production and others as encouraging signs since the reform began. However, he underlined that a cultural shift is necessary to overcome aid dependency and meet needs independently, emphasizing the importance of prioritizing development. The Deputy PM stated that as both natural and man-made disasters are unavoidable, it is essential to develop the capacity for self-sustainability and disaster response. Disasters Risk Management Commissioner Shiferaw Teklemariam said for his part that the new policy intends to mitigate disasters, which are becoming more complex, by own capacity. The main tasks to be carried out in accordance with the policy include risk reduction, improved preparedness, resource mobilization, and developing one's own capacity to sustainably deliver humanitarian assistance, he added.

Addis Ababa, June 6/2024(ENA) The Holy Synod of the Ethiopian Orthodox Tewahedo Church concluded its annual meeting today. Patriarch of the Ethiopian Orthodox Tewahedo Church, His Holiness Abune Mathias, has issued a statement regarding the conclusion of the Holy Synod Assembly. In his statement, he denounced the recent messages circulated regarding current issues which do not represent the Church and are not accepted by the Holy Synod. He said that the Holy Synod has passed beneficial resolutions for the Church and the people of the country. He explained that conveying fatherly advice and preaching based on the Holy Scriptures has had a biblical foundation since ancient times. However, he said that some recent messages circulated regarding current issues do not represent the Church, are not accepted by the Holy Synod, and are also strongly denounced by the church. To prevent such practices in the future, His Holiness Abune Mathias mentioned that the Holy Synod has decided to develop a code of conduct regarding issuing of statements and preaching activities. He stated that the Holy Synod Assembly has extensively discussed the draft religious affairs regulation and forwarded its recommendations for improvement to the concerned government body. The Patriarch added that before the draft regulation is finalized, the Holy Synod has established a committee to follow up on the incorporation of the proposed amendments. He revealed that the Ethiopian Orthodox Tewahedo Church has approved a ten-year master plan to modernize its administration and has decided to implement it. The Holy Synod has decided to put into practice the organizational structure prepared to facilitate implementation, in accordance with the Church's canon and the Ecclesiastical Code. He announced that the Holy Synod has approved the annual budget for the Ethiopian year 2017.

As part of the delegation tour, those investors witnessed today the activities of local and international manufacturers in Bishoftu city that have engaged various sectors. Following their visit, the investors told ENA that they have been impressed by the favorable situation to investment activities in Ethiopia and expressed desire to create a joint venture with investors here. Pakistan Ambassador Lauds Ethiopia for Liberalization, Opening up Economy

Addis Ababa, June 6/2024(ENA) Pakistan Ambassador to Ethiopia, Mian Atif Sharif, has praised Ethiopia for paying attention to liberalization and opening up of the economy for foreign investors. Over the past five years, Ethiopia has undertaken significant economic reforms to open up the economy including liberalization of the telecom sector, opening up of the financial sector, the liberalization of trade sector and the logistics sector for foreign investors. In an exclusive interview with ENA, Ambassador Sharif praised the economic reform undertaken under the leadership of Prime Minister Abiy Ahmed. PM Abiy’s government is paying attention to liberalization and opening up the economy, he said. According to him, Pakistan has been on a similar journey in terms of taking reforms, in privatizing and liberalizing various sectors, including the privatization of banks, telecom and the airport among others. Ethiopia is also going through the same process and it is good to know that foreigners are allowed to have a retail and other businesses in Ethiopia, the ambassador pointed out. The Ethiopian Investment Board recently issued a new directive outlining that foreign investors can engage in previously reserved businesses, including export-import, wholesale and retail trade investments. A Pakistani delegation, comprising about 80 Pakistani investors and owners of renowned companies, had also been on a six-day visit to Ethiopia to assess business opportunities in the country. Moreover, Ambassador Sharif noted that Ethiopia and Pakistan have good bilateral and multilateral relations. “We have good relation at the multilateral fora such as at the United Nations, and other stages like climate change; and then we have good cooperation in the aviation sector.” Ethiopian Airlines Group is taking four flights per week to Karachi and the airline is looking to expand, it was learned. The ambassador revealed that lots of Pakistani living in Africa are using Ethiopian Airlines. There are a lot of opportunities in Ethiopia, Ambassador Sharif said, adding that there are a lot of communalities between the two countries. “We are trying to move forward the relationship, particularly in education and healthcare sectors.” Such steps need to be encouraged and it is very important for Pakistan and Ethiopia to collaborate in the scientific field, especially in the healthcare sector, he emphasized. For the Ambassador, both countries are important players in the region and both countries have a lot of talent in education, scientific community, and medical community. ILRI Partners With Ethiopia to Help Country's Effort to Boost Livestock Productivity

Addis Ababa, June 6/2024(ENA) The International Livestock Research Institute (ILRI) said that it is working with a number of institutions in Ethiopia to help the country's efforts adequately tap its livestock potential. Ethiopia has the largest livestock population in Africa, with 65 million cattle, 40 million sheep, 51 million goats, 8 million camels and 49 million chickens, according to the 2020 central statistics agency data. There are efforts by the government to adequately tap this potential for the national economy considering the fact that livestock sector contribution is vital for the success of the country’s 10 years development plan. Dairy development, poultry, and red meat and also the feed development have been given special attention. The national program ‘YeLemat Tirufat’, which focuses on nutritional opulence, also paid special attention for certain livestock commodities like milk, honey, poultry, and fish. In this regard, ILRI is working with the government of Ethiopia to improve food and nutritional security through research for efficient, safe and sustainable use of livestock. In an exclusive interview with ENA, Director General of ILRI, Professor Appolinaire Djikeng said that the livestock sector represents a longstanding intervention through which we can establish a resilient and sustainable livestock system in Ethiopia. We take pride in our membership in the food transformation initiative alongside with various institutions, collectively working to develop and implement the program. ILRI has also been identifying ways to integrate livestock into food transformation systems in an effort for improved nutrition for the people in Ethiopia, the Director General stated. “We have used health improvement, nutrition and forage for increasing productivity. We have most recently managed to do what was earlier not possible to do genetic improvement. We have done that for poultry and dairy cattle in Ethiopia. We are then able to push productivity much higher than what it has been," he said. Commenting on wheat production in Ethiopia, he said Ethiopia is making significant advancements in improving wheat productivity. “I think we are in a situation where we can celebrate the great progress that has taken place in Ethiopia, Ethiopia as country has demonstrated that you can push productivity and wheat is an example for instance" he said. The Professor added, CIMMYT is one of the sister organization really working very strongly to ensure that wheat production is achieved but it's also sustained in the long term, he said. He stressed the need to utilizing waste from wheat production and similar sources as animal feed, highlighting the potential for a circular economy approach in the country. ILRI Forage Gene Bank Interim Manager Dr. Alemayehu Teressa said on his part that ILRI's forage genebank holds vital genetic resources to improve animal nutrition by conserving, characterizing and maximizing the use of forage diversity. Over the past 40 years, it has distributed thousands of forage samples in Ethiopia as well as in other countries, out of which the largest proportion of gene bank materials goes to Ethiopia. The researchers from the national research system has evaluated a large number of materials and able to release over 20 varieties for different agro-ecologies. Through that channel of work, we have been working with the national system in order to promote these materials for the better production of livestock system and livelihood. “There are three things to improve the livestock productivity. One is the breed itself, the best breed with the best potential, the other thing is the health aspect, and we need to improve also the health aspect of vaccine or whatever we are doing to control the diseases. Equally important we have to also work on the feed aspect of livestock production, even if we have the best bread and vaccine, if you don't have feed to feed your animal the productivity will be very poor and low.” As one of the international research center, ILRI has been conserving distributing and also doing research on forages especially using modern technologies. This approach helps address the scarcity of forage resources in the country and supports production systems at the farmer level, potentially transforming the scenario.

A National Geodetic Infrastructure Workshop organized by Space Science and Geospatial Institute (SSGI) was held in Addis Ababa today. Opening the workshop, the state minister pointed out that reinforcing efforts in building geospatial data system in a more collaborative and integrated manner is instrumental in ensuring precise, reliable and consistent data that realize sustainable developmental ambitions in all spheres. Geospatial data system is the backbone of infrastructural and other developmental activities, he said, adding that it has also huge role in urban development, managing land resources at the national level and to build an integrated land data system, among others. Noting that ensuring smart cities, building huge infrastructure and construction works need precise and reliable data, he said making the data system consistent is critical to realizing prosperous Ethiopia. For Wondimu, the land infrastructure data system has to be consistent across the nation. Therefore, the national workshop is mainly aimed at sharing idea, experiences and laying a foundation to work together toward ensuring integrated data system at national level. Addressing the workshop, Space Science and Geospatial Institute (SSGI) Director General Abdisa Yilma stressed the need for active participation of all pertinent stakeholders both at federal and regional levels in building the geodetic infrastructure. More specifically, he added that infrastructural and higher educational institutions have huge role to play in building an integrated and up-to-date geodetic infrastructure. During its second regular session today, the council decided to review existing laws, policies, and strategies related to the digital sector by experts to determine whether they are practical to engaging the private sector in the area and to outline the process of their implementation, chairman of the council, Deputy Prime Minister Temesgen Tiruneh stated. The review to be conducted by experts is expected to point out the extent of existing laws in encouraging the private sector play leading role in Ethiopia’s digital economic system and propose new laws, Temesgen added. The 29-year-old Athlete ran a staggering 2:11:53 to take over two minutes off Brigid Kosgei’s world record of 2:14:04 from 2019. In her first race of 2023 and only her third marathon ever, Tigist Assefa charged to a massive lead and didn’t look back. The forums provided a platform for mutual, beneficial, and sustainable long-term cooperative relations between Korea and Africa, facilitating partnership and new opportunities to pave the way for green growth in Africa. State Minister of Planning and Development, Nemera Gebeyehu expressed Ethiopia's commitment to playing its part in the global climate agenda. He stated that Ethiopia is integrating climate resilience into its national development strategies and actively pursuing green growth pathways. Ethiopia remains committed to creating an enabling environment for climate finance by implementing policies that promote renewable energy, sustainable agriculture, and reforestation, said Nemera. "As stated in our Nationally Determined Contribution (NDC), Ethiopia needs approximately $316 billion to achieve its climate goals by 2030, underscoring the urgent need for mobilizing substantial climate finance from diverse sources." However, Ethiopia faces several challenges in accessing green and climate finance, both domestically and internationally. Domestically, government institutions lack the capacity to present cohesive and compelling proposals to international donors and financial institutions, and there are inadequate mechanisms to monitor and report on the impacts of funded projects. The issue of debt burden also limits access to non-concessional green and climate finance, according to Ministry of Planning and Development. At the international level, Ethiopia faces the challenge of meeting the cumbersome and stringent requirements set by international financial institutions and climate funds, which can be overwhelming for institutions with limited capacity. Furthermore, the competition for international green finance is intense, with many developing countries competing for a limited pool of resources. The geopolitical landscape and donor priorities also significantly impact Ethiopia's ability to secure international green finance, the ministry indicated. To overcome these challenges, Ethiopia is working closely with partners to enhance its institutional capacity and coordination to manage and deploy green finance effectively. The country is creating a policy and institutional environment that incentivizes the participation of the private sector in climate change mitigation and adaptation actions, including in the generation of clean energy. Ethiopia has also embarked on large-scale restoration of degraded landscapes through nature-based solutions under the Green Legacy Initiative (GLI) and is working on a legal framework for sustainable financial mechanisms for the GLI and other degraded landscape programs. Additionally, Ethiopia is exploring non-traditional sources of finance, such as debt-for-climate swaps, carbon trading, and green bonds. Through diplomatic engagements and processes under the United Nations Framework Convention on Climate Change (UNFCCC), Ethiopia is strongly calling on global financial institutions and donor countries to scale up their support and facilitate access to climate funds for the most vulnerable nations.

The Statement stated agricultural experts proved the fact that areas that were previously stripped and suffered from soil erosion are returning to their original appearance and the land is also recovering as a result of the Initiative. The initiative is bearing fruits as areas that used to be affected by recurrent drought have started to have rains while disasters of flooding reduced and the nation is able to gain rainfalls suitable for farming activities both in fall and summer seasons. The initiative has also been playing roles in terms of job creation, enhancing animal feed, beekeeping, carbon marketing and good neighborliness as well as diplomatic relations with neighboring countries. Saplings have been prepared at over 132, 000 nurseries and pre-planting arrangements are also being made in all areas to plant 6.3 billion tree saplings during this Ethiopian Fiscal Year. According to the statement, some 25 percent of this year's green legacy plantations will be carried out across the Nile basins. The preparation and planting of saplings is creating a wide range of employment opportunities for many young people and women. Ethiopian Diaspora Demand Egypt to Change Counterproductive Posture on GERD

Addis Ababa April 4/2023 (ENA) Ethiopians in the Diaspora have called on Egypt to change its counterproductive posture and find mutually beneficial agreements on the Grand Ethiopian Renaissance Dam (GERD). In a statement the diaspora issued yesterday, they noted that Ethiopia is the main source of the Nile by contributing 86 percent of the water to the Nile basin states while utilizing less than 1 percent of the potential for hydroelectric power. Ethiopians are currently building the GERD on the Blue Nile that is financed entirely by Ethiopians and is a crucial project for the country's development as it will provide clean, renewable energy and lift millions out of poverty. About 65 percent of the 122 million of Ethiopia's population have no access to any form of electricity. The much-needed electricity will facilitate economic growth for Ethiopia and the region, the statement elaborated. The dam will promote regional cooperation and integration while offering opportunity for eleven countries of the Nile Basin to work together to manage the river's resources more efficiently and effectively, it added. The GERD is being built with the highest environmental and technical standards to achieve the objectives of the national electrification program and the execution of Ethiopia’s Climate-Resilient Green Economy Strategy. According to the statement, Ethiopia has provided scientific evidence and expert testimonies that GERD will not significantly affect the flow of water downstream, and provided compelling arguments for the need for equitable use of the Nile's resources by all countries in the region. The diaspora further said they understand that the GERD has raised concerns in Egypt about the downstream effects on the Nile's flow and water availability since Egyptians have been misinformed about the GERD for many years. But on the contrary, the dam will provide several benefits to Egypt and Sudan, including increased water flow during dry seasons and decreased flooding events. “We want to assure Egyptians that Ethiopians are committed to fair and equitable use of the Nile's waters without harming our downstream neighbors. We recognize that the Nile River is a shared resource, and we support finding a mutually beneficial solution.” As Ethiopians in the Diaspora, we reiterate our support for fair and equitable use of the Nile River and call on the Egyptian people and Egyptian Diaspora to question the misinformation about the GERD in Egypt's mainstream media and embrace the spirit of friendship and cooperation by understanding that the GERD is a project of great national importance to Ethiopians that will benefit Egyptians by ensuring a reliable and predictable supply of water, that Ethiopians have the right to use their water resources for the development of its people and economy, in accordance with the principles of equitable and reasonable utilization without causing significant harm. Efforts to destabilize Ethiopia by the regime in Egypt, will indeed affect the historical and diplomatic relations dating back to several thousand years, the long-term interest of the Egyptian people and make Ethiopians less trusting in cooperating on the GERD and future hydropower projects on the Nile, they warned. The diaspora groups urged Egyptian leaders to engage in constructive dialogue with the leaders of Ethiopia regarding the GERD and steer away from their counterproductive posture of calling for a “binding agreement” on the GERD filling and the subsequent operations as an imposing instrument on water sharing that Ethiopians will never accept. The GERD can be a source of cooperation and collaboration between our two countries rather than a source of conflict, they underscored. "Ethiopians believe that, through dialogue and understanding, peaceful and equitable agreements that benefit all parties involved can be realized to build a brighter future for all people in the Nile basin. Belligerent positions by Egyptian leaders stating ‘all options are open’ are contrary to the spirit of the 2015 Declaration of Principles signed by Ethiopia, Sudan and Egypt." According to the statement, such postures will surely harm Egypt's long-term interest and impede trustful cooperation with the Ethiopian people and government. They asked Arab League and its member states to refrain from interfering in the issue of the GERD, which is the sole concern of the three riparian countries (Ethiopia, Sudan and Egypt) and their shared regional organization (the African Union), which is mediating the talks to find ‘African Solutions to African Problems.’ The issues remaining on the table at the trilateral negotiations under the auspices of the African Union are being narrowed to a handful of critical matters on equity and justice, on which the Arab league nations have no business or legal right to be involved.

Africa’s Sustainable Growth Hinges on Science, Technology and Innovation: Experts

A press release issued by the ECA stated experts at the Ninth African Regional Forum on Sustainable Development have emphasized the crucial role of STI as a key driver and enabler for ensuring economic growth, improving well-being, mitigating the effects of climate change, and safeguarding the environment. They also underscored the need to strengthen national and regional STI ecosystems by fostering innovation, promoting entrepreneurship, and investing in research and development. By doing so, the experts said that Africa can harness the potential of STI to accelerate its socio-economic progress and achieve the Sustainable Development Goals (SDGs) by 2030 and the African Union's Agenda by 2063. The session, held on 2 March 2023, builds on the recommendations of the Fifth African Science, Technology, and Innovation Forum, which accentuates the central role of STI and digitalization during the COVID-19 pandemic and the need for the necessary infrastructures for the development of STI, plans, and policies that are action-oriented towards strengthening its full implantation. The experts highlighted that despite advances in STI, significant gaps remain in bridging the scientific and technological divide between developed countries and Africa. The highly uneven global distribution of scientific capacity and access to knowledge threatens to derail the goal of leaving no one behind, which is the central and transformative promise of Agenda 2030. “We need a clear political will from governments to ensure science, technology, and innovation is a reality. By doing so our education systems will be capacitated to deliver knowledge that is vital to solving Africa’s sustainability challenges,” Niger Higher Education and Research Minister Mamoudou Djibo said. The strategy includes the establishment of universities as centers for excellence and investments in education, technical competencies, and training in the fields of science, technology, research, and innovation. These initiatives are crucial in accelerating progress towards achieving global goals. However, in order to fully leverage the potential of STI, significant investments in research and development are required. National systems also need to be strengthened, Namibia Information and Communication Technologies Deputy Minister Emma Theophilus, stated adding that “strengthening our national systems for STI is a key game changer for rapid structural transformation in Africa. Leveraging the digital transformation can achieve a stronger, smarter, and more inclusive recovery.” Emerging evidence suggests that an STI and digital Africa can be a springboard to accelerate the implementation of the SDGs and fulfill the aspirations of Agenda 2063.

Even before the signing of the agreement, the Ethiopian Government had been providing the lion’s share of relief supplies to the citizens affected by the war and has been cooperating with international partners and UN systems to facilitate the supply of relief food to the needy people of Tigray. The Pretoria Peace Agreement has enhanced a new culture of putting an end to conflicts by soliciting political solutions through round table discussions. This bold move amplifies the importance of a mature and resolute decision of the federal government of Ethiopia to prevent future generations from inheriting a legacy of winners and losers characterized by animosity and grudges. Through peace agreement, the two parties agreed to halt the bloody and unnecessary conflict. The Ethiopian Government has established an environment conducive to unhindered delivery of humanitarian aid to Tigray. Following the signing of the peace agreement, the government surpassed its obligations stipulated in the accord and implemented series of measures deemed necessary to cultivate trust and sustainable peace in the northern part of the country. The government has also been diligently working towards repairing and reinstating damaged infrastructure facilities and services. Considerable financial resources have been allocated by the government to reinstate economic activities in the Tigray region. Given the substantial dividend of peace, the government has carried out activities beyond expectations to heal the wounds inflicted by the conflict. Pursuant to the terms of the agreement, the Ethiopian Government took remarkable swift action in restoring the infrastructure facilities that were damaged by the conflict by opening up road transport to Tigray as a major prerequisite for fast-tracking relief and rehabilitation supplies as well as restarting social services like hospitals, health centers and clinics and schools as well as telephone and network services. The government also restored electric power supply in Tigray, Afar and Amhara regions by deploying professionals who accomplished their duties in a relatively shorter period of time. Major airports in Tigray region were rehabilitated and air transport resumed operations enabling citizens to reunite with their families who had been separated for two years. With regard to costs of the maintenance of airports in Tigray, Prime Minister Abiy Ahmed told members of the House of People’s Representatives (HPR) earlier this year that over half billion Birr of expenditure was made for the resumption of the air transport to Shire, Mekele and Axum. The air transport at least helped people with chronic diseases to fly to Addis and get medical treatment. Moreover, Ethio telecom also repaired over 1000 kms of optical fiber and 475 mobile sites while repairing over 20,000 landline telephones, it was learnt. Furthermore, the National Bank Ethiopian provided 10 billion Birr liquidity, enabling some 600 bank branches to start services. Almost all universities in Tigray regional state have resumed their duties. Similarly, health care institutions are now providing health services. Through a special procurement, the federal government has imported 500 tractors and over 300 pumps to improve agriculture in Tigray. About 630,000 hectares of land was also cultivated in the region last crop season with support of agricultural inputs support such as tractors, select seed, fertilizer and pumps by the Ministry of Agriculture and other regional states. Moreover, major public and private banks were reopened to provide financial services which were totally closed during the war which lasted for two years. This has helped to reinvigorate business activities that have totally collapsed in the advent of the devastative war. The aforementioned results are just a few of the achievements carried out by the federal government as part of its duties to the Pretoria Peace Agreement, creating confidence with TPLF. However, the other party has reciprocated little. For instance, former combatants of TPLF have not been demobilized, to the contrary, there are visible deployment and mobilizations of armed forces for fresh conflicts that everyone can see, claiming they will seize disputed areas of former settlements. This is in stark violation of the Pretoria Peace Agreement. The peace agreement underscores that disputed areas should be resolved constitutionally, not through force. Hence, to fully implement the peace agreement, the other signatory must reciprocate its duties in the same manner and commitment demonstrated by the federal government: it needs to demobilize its forces, cease provocation to control disputed areas by force. It is only the federal government which should have military might and capability. States are prohibited from maintaining armed and organized forces beyond the police and militia required for law enforcement at the state level; they should not exceed this limit. Hence, the disarmament process and associated procedures must be expeditiously implemented in accordance with the plan charted out by the Rehabilitation Commission. Efforts to resettle those displaced by the war must be accelerated, but IDPs should be returned to their settlements as civilians, not with arms. The issue of administrative border demarcation should be addressed constitutionally, not by resorting to military means. The people of Tigray have greater expectations for the implementation of the peace agreement because much of their current and future aspirations depend upon the full implementation of the Agreement for which the government has paid special attention. The AU and international community are fully backing the timely implementation of this agreement which is of crucial importance for both the national peace and security as well as the stability of the Horn of Africa. Failing to learn from past mistakes is more problematic than committing the mistakes in the beginning. Without drawing lessons from our past mistakes, it will be difficult to whole heartedly collaborate with those who wish to perpetuate the problems we face today. Thus, sustaining the achievements so far registered by the federal government to accelerate the full implementation of the agreement seriously requires the other signatory to contribute its part in the peace process with no reservations and excuses as the terms of the Agreement entail legal accountability at all levels. All told, the federal government has gone a long way to fully implement the peace agreement. It is vehemently working for durable peace and stability, upholding the rule of law. Hence, the National Dialogue is under implementation to resolve differences of opinion among citizens on fundamental issues and forge a national consensus and address Ethiopia’s backlogs of problems through extensive public discussions. The government has also put in place a Transitional Justice Policy Framework, anchored on the pillars of justice, accountability, reconciliation and redress past mistakes. Inevitably, Ethiopia’s prosperity will thrive on.
